He described preliminary funding options: Community Impact Board (CIB) grants or grant/loan mixes, Community Development Block Grant (CDBG) funding (which typically requires a 50% local match), low-interest loans through state programs, and internal city funds or donations.
Council members emphasized the need for better bids and an engineered cost estimate before committing to a path. They asked staff to schedule a work meeting with the fire chief, architects/engineers and representatives from potential funders so the city can complete the programming study, cost estimates and an application ahead of the next CIB authorization cycle. No construction contract was authorized at the meeting; council agreed to pursue grant and budgeting steps and return with refined figures.
