Visitor Matt Loop told the council he and property owners (including the Bradshaws and Advance Development) are open to providing rights‑of‑way once engineering and legal descriptions are prepared. "I think what we are trying to propose, is an extension to 600 North, heading east down towards the tracks... to assist in some drainage," Matt Loop said, describing the concept as a first‑stage exhibit to guide legal work and engineering.
City Manager Mikaela told the council the city received no bids on the temporary RV‑park RFP but three companies requested documents and asked for more time to finalize costs with subcontractors and Rocky Mountain Power. "Milford City did not receive any bids... I'd like to suggest that we extend the RFP period until December 12 at 2PM," Mikaela said, recommending a Dec. 12 bid opening and that results be reviewed at the council’s Dec. 17 meeting.
Council members discussed power service questions raised by Rocky Mountain Power (a company representative, "Ginger," told staff an on‑site electrician was needed to decide pole configuration and that three‑phase service could have a long lead time). Developers and staff agreed to provide a conceptual site plan to the utility to allow bidders to estimate power costs. Staff also said engineers would model drainage and sewer impacts before final easements and deeds are recorded.
The council directed staff to issue an amended RFP with the Dec. 12 deadline, coordinating site information for bidders, and to return findings and summarized proposals at the Dec. 17 council meeting. No formal award was made at the Nov. 19 meeting.
