Scofield council denies rezone, adopts subdivision update and approves bills

The Scofield Town Council on Dec. 9 approved routine minutes and bills, denied a request to rezone two parcels from commercial to agricultural, and adopted Ordinance 12-9-24 updating Chapter 6 (Subdivisions) of the town’s land use code.

Council began by approving the Nov. 11, 2024 minutes and a motion to pay town bills for the period Nov. 12–Dec. 9, 2024. Finance totals reported during the meeting included: B and C Road Fund $87,903.75; General Fund $45,022.95; "Pleasant Buy Days" $44,323.16; and Utility Fund $367,317.37. Council also noted an adjustment involving customer Reed Warnecke after a late fee appeared to have been charged even though the member’s check had cleared before the late date.

During public comment a resident proposed an "adopt-a-tree" approach for decorating park trees and town facilities over the holidays; councilmembers responded favorably and agreed to continue planning after the meeting.

On new business the council considered a Planning & Zoning recommendation to deny a rezone petition from Ted Helston to change two parcels from commercial to agricultural. Planning and Zoning staff cited that the parcels lie in a flood plain, that rezoning would conflict with the town master plan and could block future development, and that the land was accessible via an unimproved road to the south. Councilmember Melissa Holloway moved to deny the rezoning; the motion was seconded and carried by voice vote.

Later in the agenda the council adopted Ordinance 12-9-24, amending Chapter 6 of the Land Use Code. A councilmember noted the update was required by the state of Utah; the motion to adopt was seconded and approved.

The meeting closed with brief remarks about a possible community Christmas tree lighting event, and the council adjourned at approximately 7:20 p.m.
