Councilors said assembling the plan will improve eligibility for grants administered with county and FEMA support and allows the town to propose projects, time frames and costs. Members discussed practical steps such as identifying volunteers with equipment (tractors, pumps, backhoes) to support response and considering portable generators to provide backup power for sheltering at the church. Speaker 3 noted the church is the largest potential shelter but currently lacks backup power.
No formal motion or funding decision for the risk-assessment plan was recorded; councilors asked staff to compile more details and to discuss further at subsequent meetings.
