Council adopts 2025 meeting calendar and updates holiday policy; schedules follow-ups

The Hurricane City Council adopted its 2025 meeting calendar and approved revisions to the city’s holiday policy (Policy 704), while directing staff to return with follow-ups on impact fees, cemetery planning and other items.

Staff said the 2025 schedule follows the city ordinance of meeting on the first and third Thursday of each month, though one meeting currently appears on July 3 (the day before July 4) and could be adjusted if agenda volume is light. "This just follows our ordinance, the first and third Thursday of every month," staff said when presenting the calendar.

Council debated holiday coverage and whether Christmas Eve or New Year’s Eve should be treated as discretionary time off for city employees. Discussion focused on operational impacts and public-safety coverage; staff recommended allowing the city manager discretion to determine which days around holidays employees may take off while ensuring essential services are staffed. Councilman Hershey made a motion to adopt the holiday policy revision (Policy 704) and Councilman Thomas seconded; the council approved the motion.

Council also approved scheduling requests, noted the appointment of Councilman Fawcett to the Washington County Water Conservancy District board, and voted to enter a closed session to discuss the potential purchase of property and ongoing litigation.

Next steps: staff will publish the schedule, implement the holiday-policy changes, and bring back related agenda items (impact fees, cemetery planning and any required interagency coordination).
