Council unanimously adopts updates to Hurricane’s general plan future land use map

Hurricane — City Council members voted unanimously to adopt resolution 2024‑37, which updates the city’s general plan future land use map to reflect recent zoning approvals and proposed annexation designations.
Planner staff explained the update would not rezone property but would realign the general plan’s advisory map with existing and intended development patterns. Changes include redesignating the Fields area from single‑family to rural residential to preserve an agricultural feel, adding neighborhood commercial hubs along State Route 7 and identifying recreational open space as the preferred designation should proposed BLM annexation of Sound Mountain occur.
The planner and Ash Creek Special Service District representatives also discussed a separate request that part of Ash Creek’s land be considered for workforce housing as a way to help fund water‑treatment infrastructure. Ash Creek representatives said approximately 420 acres are held by the district, with roughly 100 acres under discussion and about 60 acres currently in cultivation that could be repurposed as flows are rerouted after Confluence Park comes online.
Council moved, seconded and approved the general plan amendment unanimously.
What’s next: The change updates an advisory guide for future zoning decisions; any individual rezoning requests will follow the standard public process.
