Hurricane City Council denied a request to rezone a 0.26‑acre downtown parcel at 259 North Main from single‑family (R1‑10) to RM‑3 (multifamily, 15 units per acre) after members said the proposed four‑unit plan was too dense and presented parking and neighborhood‑compatibility problems.
The applicant and representatives argued the project would provide an affordable product and said one unit would be deed‑restricted; developers noted similar projects and said the design could meet parking requirements. Staff flagged planning commission concerns: the commission voted 5–3 to deny the application, saying the proposal was not harmonious with surrounding development and could adversely affect adjacent properties.
Councilors questioned whether the small lot could reasonably accommodate four units and asked for more evidence that the project would meet parking and design standards without harming the neighbor’s character. A motion to deny the zone change was made and seconded on the grounds of adverse impact and insufficient parking; the motion carried.
The denial leaves the parcel at its existing R1‑10 zoning. Staff noted applicants may return with different proposals (for example, RM‑2 or duplex/triplex layouts) or revised applications that address parking and compatibility concerns.
