Council approves rezoning of parcels near SR‑9; developer cites road and utility benefits

The Hurricane City Council approved a zone-change application affecting parcels near the SR‑7/SR‑9 interchange and near 2600 West and 100 North, rezoning a portion to RM3 (multifamily) and converting other acreage to general commercial.
An applicant representative explained that Parcel B would become roughly 5.16–5.20 acres of commercial land while Parcel A is proposed for multifamily development. "With the acreage, the maximum units we could get in there now is 75," the applicant said when describing the layouts under consideration.
The presentation emphasized public-infrastructure benefits: the 100 North master-planned road would take about 1.6 acres for right-of-way, would loop water and power through nearby Ridgecrest, and the power department expects to place significant underground infrastructure along the corridor. The applicant estimated the land and utility work represent a substantial public investment, saying the road and associated conveyance amount to "over a million dollars of property that will become a 77 foot wide road."
Councilmembers asked whether widening 2800 West would encroach on commercial acreage; staff and the applicant replied the west side is already built and the rezones preserve commercial frontage along SR‑9 while creating multifamily capacity behind it.
Councilman Kevin Thomas moved to approve the item; the motion was seconded and carried on roll call.
Next steps: staff will work with the applicant on final platting and infrastructure coordination as the project advances.
