Staff explained the FAA asked for an update to the airport layout plan (ALP) to permit the city to install new power poles along 1100 West; in exchange the city must acknowledge it will not request a future 748-foot runway extension, a step staff said would otherwise require a complete relocation of 1100 West. Airport board representatives said the change is procedural and intended to allow needed pole heights without expanding the airport footprint. The packet also cited roughly $600,000–$700,000 in funds tied to the federal bipartisan infrastructure law that will be used for apron engineering work in 2025 and taxiway reconstruction in 2026.
Airport board manager Dave Halston told the council he had communicated to the FAA that the city was not planning runway expansion in good faith, which paved the way for FAA approval to allow the new poles. Councilman Faucette moved approval and Councilman Thomas seconded; the motion carried on an audible vote.
