Planning and zoning had recommended a moratorium on filing new subdivision applications for six months or until the plan updates are adopted; the board moved, seconded and approved the moratorium by voice vote. The motion was recorded as passed without a roll-call tally in the meeting minutes.
The board also authorized work by Davis Heating & Air to cap the gas range and dryer lines at the post office and to enable gas service for the building’s water heater and furnace (staff cited a bid of about $990). The board approved installation of a drinking fountain and repainting of the rec room under the presented bids, and it approved purchase of a flatbed tilt trailer (public-works maintenance) for about $2,250 provided it meets the department’s size/load specifications.
Separately, staff proposed contracting with Southern Utah University (SUU) for a seasonal trail-maintenance position to replace two part‑time workers; board members asked staff to return in January with more detail on hours and total cost. Staff also proposed a resident-pass program to be added to water bills; members directed staff to soften minor-related restrictions in the draft and return with revised language.
Several routine approvals were recorded by voice vote: approval of the December expenditures, approval of last month’s town-board minutes, and approval of the Hallows art-studio permit application. The board adjourned after completing the agenda.
