According to Speaker 3, the revisions require the city to identify an administrative land-use authority for preliminary subdivision approval for single-family dwellings, two-family dwellings and townhomes, and they prohibit city and county councils from serving as the administrative land-use authority for plats or plat amendments.
Speaker 3 explained several procedural limits the state law imposes, including defined review cycles and a cap on the number of review cycles the local authority may use before a decision must be issued; Speaker 3 characterized the cap as four cycles and noted that a developer denied after appeals would need to resubmit and pay fees if further proceedings fail.
The committee moved to open the public hearing; no members of the public spoke during the hearing, and Speaker 2 moved to close it. Later in the meeting, Speaker 3 moved to approve Ordinance 24-02 "as presented with the ability for Hansen Planning to refine the draft with non substantive edits, such as numbering and formatting." Speaker 1 seconded the motion; the committee recorded ayes and approved the ordinance, recommending it be forwarded to the city council for consideration.
Members also discussed practical matters for implementation: the committee agreed approval should allow Hansen Planning to make non-substantive formatting edits and said final application forms and documents would be reviewed; if application-level processes proved problematic, the committee reserved the right to amend the regulations later. The group then reviewed meeting scheduling, noted anticipated absences at some future meetings, and adjourned after exchanging holiday greetings.
