No members of the public testified during the hearing.
Later in the meeting staff presented the procurement results for a chlorine contact chamber — a disinfection‑contact requirement from the Division of Drinking Water. Jordan (water staff) and Hazen Engineering recommended DWA Construction based on the bid tabulation and Zach Root provided a supporting recommendation. Councilmember Emily moved to accept the staff recommendation; the motion was seconded by Mark and passed by voice vote.
City water staff also updated the council on related capital plans: the new water tank will be put out to bid in January, with staff estimating a roughly nine‑month construction window and the tank coming online in about a year (targeting fall/winter). Staff said additional well work and related bids will be coming in January and February as DEQ funding is finalized.
The bond hearing and procurement action represent separate steps in the city's water program: the bond hearing is a statutory disclosure and input step required by Utah Code §11‑14‑318; the chamber bid award is a formal contract approval to meet state drinking‑water requirements.
