Oakley — The Planning Commission voted to recommend approval of the Oakley 1886 preliminary plat, a 13‑lot subdivision on roughly 62.47 acres east of Weber Canyon Road, provided the developer and staff finalize a development agreement and CC&Rs addressing water rights, landscaping, and construction details.
Engineer Josh Paul, representing the applicant, walked commissioners through plan changes since the prior review, including a larger deed‑restricted affordable lot (Lot 13), repositioned cul‑de‑sac and private shared drive geometry, reduced roadway width (from 26 to 24 feet), vegetative bioswales for stormwater, and trail easements that link to nearby trails. ‘‘We're excited to be at this stage…we've implemented as many of the things as we could,’’ Paul said during his presentation.
Key conditions and clarifications the commission sought: staff and the developer agreed to include an exact mechanism and timing for transfer of water shares to the city (staff noted the developer’s responsibility to execute change applications and deed transfers), to require a wetlands delineation and final report as a development‑agreement exhibit, and to record deed restrictions for the affordable unit that meet the city's 80 percent AMI requirement. Commission members also requested clear plat notes on irrigation/culinary water connections, backflow protections and a one‑year warranty for transplanted/replanted trees.
Commission action: After discussion and review of the submitted CC&Rs and DA, a commissioner moved to approve the preliminary plat subject to the development agreement and CC&Rs being finalized and approved by staff prior to forwarding the recommendation to City Council. The motion was seconded and carried.
Next steps: The commission will forward its recommendation and the final DA/CCRs to the City Council for final action. Staff said legal descriptions and exhibit attachments will be included before recordation.
