Amy explained that most city restrooms are single-occupant lockout facilities and that this configuration generally satisfies the compliance standard. She said the plan documents enforcement responsibilities and that reported violations would be referred to the Summit County Sheriff’s Department for investigation.
The plan requires new facilities constructed after May 1, 2024, to include at least one single-occupant privacy space; staff said existing facilities should be retrofitted as feasible. Councilmembers asked about specific locations including the Red Barn/Cattlemen Hall and the arena; staff confirmed those sites have lockable stalls or family restrooms and noted the Red Barn could be improved but is not currently in violation.
Council moved to adopt the resolution formalizing the compliance plan (resolution 2024-005). The motion was seconded and passed by voice vote. Council requested that enforcement provisions be documented and discussed signage and practical steps for ensuring compliance.
