Council also approved Ordinance 2024‑35, which clarified conditional‑use provisions in Chapter 7 by specifying that certain application fees are nonrefundable and that technical submittals (for example, geotechnical reports and water/sewer modeling) may be required for conditional uses but can be waived by the zoning administrator or Planning Commission when appropriate.
In a separate action, council approved Ordinance 2024‑38 removing the planning‑commission consultant from the development review committee. Staff and the city attorney noted state‑code considerations about repeated review cycles; planning commission minutes indicated a majority supported removing the consultant, with one dissenting vote.
