Grantsville council approves move to Paylocity after repeated payroll errors with current system

City staff told the Grantsville City Council on Dec. 4 that the current payroll/time system (Cassell) has been unreliable—producing login downtime, fragmented access to pay records and recurring payroll discrepancies—and recommended switching to Paylocity.
A staff presenter described multiple operational problems: employees were sometimes unable to clock in, benefits withholdings were inconsistent for some paychecks, and the city relied on manual spreadsheets and extensive report checks to catch errors. “These problems have been ongoing… and the errors have destroyed our trust in Cassell,” the presenter said. Staff proposed Paylocity as a unified, cloud-based platform that integrates timekeeping, payroll, recruiting and performance reviews. Staff estimated Paylocity would cost about $1,900 per month, offset by savings from retiring the current system, and said implementation would be a multimonth effort likely under an initial two-year contract.
Council members and department managers supported the change, citing time savings and the benefits of integrated scheduling and performance tools. Council approved Resolution 2024-91 to proceed with Paylocity.
Next steps: staff will follow up on contract length and implementation timeline and bring final contract terms back to council as needed.
