Planning and zoning staff presented a redraft that changed the required map scale from 100 feet to 50 feet per inch, replaced several instances of the incorrect term “city ship” with “township,” and removed redundant corner-lot setback language that the code already covers. The planning representative said the edits were intended to make the ordinance consistent with the city’s established mapping and surveying standards.
Council members spent substantial time discussing a separate, broader issue: whether the ordinance should explicitly address townhomes. County/state staff referenced recent state language requiring procedures for “single-family dwellings, two-family dwellings, or townhomes” in subdivision reviews. Shay, the city’s regional planning contact, told the council the state code sections (cited during the presentation) outline review processes for those housing types but do not necessarily prevent the city from placing local regulatory limits on where they are built.
The council opted to accept the planning commission’s recommended document and the corrections presented at the meeting, agreeing to leave townhome language in place temporarily so staff could consult with legal counsel and state officials about exemptions that may apply to the city. The chair summarized that approach as a pragmatic step to meet deadlines: if changes are needed, the council will revisit the ordinance in January.

The council directed staff to incorporate the textual corrections highlighted by planning and zoning and to arrange follow-up conversations with the city attorney and Shay on the townhome provisions.
