Eureka — City staff told the council on Dec. 2 that Eureka has been awarded FEMA mitigation funding for a flood-control project. The total grant award is about $3.6 million for the mitigation effort; phase 1 is a reimbursement‑based award of approximately $432,000 to cover engineering design and field verification work through July 2025.
City staff said JUB (the design partner) is working on final design and that most of phase 1 will pay for work already underway. Because the grant is reimbursement‑based, the city must set up reimbursement accounting in its financial system and submit multiple reimbursement requests as work progresses, which the state prefers to show incremental project progress.
Staff noted UDOT will contribute roughly 10 percent as the local match for the project, limiting out‑of‑pocket costs for the city. Council members were advised there will be no construction immediately; bidding and construction are not expected until spring 2026, pending completion of final designs and procurement.
Staff will coordinate with the state and the design team on reimbursement procedures and reporting to ensure timely drawdowns and compliance with FEMA requirements.
