Daniel commission sets Dec. 18 hearings, continues permit and license items; adopts 2025 schedule

At its Nov. 20 meeting the Daniel Planning Commission set several public hearings for Dec. 18, continued a pending lot-of-record application and a business-license item, recommended routine license renewals and adopted its 2025 meeting calendar.
Motions carried to set public hearings on Dec. 18 for the Geneva Rock conditional-use permit (Parcel 09-6276) and a small subdivision of the same parcel. The commission also set hearings for multiple zone-change applications, including a parcel owned by Ed and Lisa Houston (parcel 204498) and two Powell Creek Lane parcels; staff and commissioners clarified there was some confusion about parcel numbers in the meeting packet and asked that application materials be reviewed before the Dec. 18 hearings.
An applicant, Megan Phillips (appearing with Melanie Moore), requested a lot-of-record determination for a property adjacent to Moore’s parcel; commissioners asked for chain-of-title and deed records (records back to the 1940s–1970s were discussed) and voted to continue the lot-of-record application to Dec. 18 to give the applicant time to locate documentary evidence.
The commission continued the Schnabel Foundation Company business-license item (representative not present) to Dec. 18. Commissioners recommended renewal of four business licenses — West Lane Designs (Julie Gibbons), Gibbons Grooming, HBS LLC and Hungry Buddies — and forwarded a positive recommendation to the town council.
Other actions: the panel voted to continue the Smith Garage application to Dec. 18 because of outstanding water-line and boundary questions; it approved the August minutes and, with stated edits, approved the October minutes after directing textual corrections (clarifying which hearings were open, continued or closed and correcting applicant/parcel references). A staff briefing noted ongoing talks with Independence on signalized intersections on Highway 40 and corridor-agreement work.
Next steps: numerous items are scheduled for the commission’s Dec. 18 meeting (public hearings, continued applications and business-license reviews); applicants were instructed to retrieve and supply requested documents (chain-of-title, parcel clarifications and mitigation details) before that date.
