The Cedar Fort Town Council voted on Dec. 17 to adopt a resolution directing staff to explore options with the Utah Inland Port Authority and to identify parcels that could be analyzed for potential inclusion in a port project.
An authority representative (speaker 7) told the council the resolution is study-only: "This doesn't guarantee anything. It just allows us to start the process," the representative said, describing the initial step as parcel identification and environmental and fiscal analysis.
The presenter explained the tax-increment mechanics that often accompany port or project-area designations: after freezing a tax base, a portion of tax growth can be routed into port-related programs and incentives. The representative said a typical split discussed in the session would direct a majority of growth toward local incentives (after a small administration fee is retained) — language and percentages discussed at the meeting included retaining 5% for administration and directing a significant portion of the remaining growth for locally decided uses.
Council members asked for clarification about business impacts and whether participation would be townwide; presenters stressed that any inclusion would be parcel-specific and selectable by the council.
The council approved resolution R-02-2024 to proceed with analysis and parcel evaluation (recorded ayes from Councilman Giles, Councilman Bowed, Councilman Carter and Mayor Cook). The action begins a staff-led analysis phase; no parcels were designated or committed at the meeting.
