Town manager and project manager update council on EPA grant work plan and building efficiency fixes

Malia Collins, project manager for the town’s EPA government-to-government grant, told the Bluff Town Council on Dec. 10 that she submitted an updated work plan to EPA officers for review. Collins said EPA staff cautioned that most of the grant is construction and therefore does not typically cover computers and routine office supplies; she recommended waiting for EPA approval before the council votes on fine-tuning the budget.
Collins said an energy audit with Rocky Mountain Power identified older windows in the community center complex; she reworked the work plan to include replacement of 12 windows to improve building energy efficiency. The chair said the council had previously accepted the grant and preferred to defer a vote until the EPA signs off on the revised work plan.
Council and staff also discussed building operations: Collins asked whether the town should turn water off in a modular unit, noting that doing so could require leaving furnaces on to protect pipes. Staff reported that only one or two of three-to-five furnaces are currently working and that working furnaces are set around 65 degrees; Collins said she had a CO2 monitor in the CTC that was repeatedly alarming and advised caution until the detector is checked.
