Bluff council and water board discuss options for Bluff Waterworks, including secondary water ideas

Speakers described two competing themes: some participants said the water board should retain a degree of autonomy from political cycles, while others argued bringing Bluff Waterworks under a town utilities structure would improve oversight and administrative efficiency. Concerns raised included how to preserve secondary water rights, how governance changes might affect operational autonomy, and the need for a succession plan for the utility—s lead staff (identified in discussion as "Mark").

Council members and committee participants noted multiple potential technical approaches to secondary water, ranging from major pipe-and-tank infrastructure to lower-cost options such as hauled or trucked secondary water and dual-use of existing vehicles (for example, fire trucks) to demonstrate use of water rights. Speakers emphasized the need for hard data and expert reports before advancing particular policy choices; one council member said Mark is compiling source materials and reports for review.

The council also flagged operational issues such as creating a town-hosted website and clarifying how public notices and meeting records are published. No formal decision was made; council directed staff to gather data, request relevant reports, and schedule follow-up discussions and work sessions.
