Town council update: Bluff hears county housing study, grant concerns and upcoming hearings

Hook also said the town’s solar panels and inverter had arrived and that staff applied for an energy development grant to improve interior lighting at the community center. Separately, she said the EPA expressed concern about a lack of spend‑down on an EPA grant for the old school project and partners; the town is seeking another partner and may ask supervisors to approve a substitution so the grant is not lost. "It basically looks like it's nothing's happening, which is... a red flag to them," she said.
Hook announced two upcoming events: a UDOT trail meeting on Dec. 3 (regional meeting in Moab) and a Bluff Water Works rate‑increase hearing on Dec. 4 at 7 p.m. She encouraged commissioners to note the dates and said county staff (including a new economic developer) had participated in the county housing presentation.
Commissioners asked clarifying questions about hearing times, coordination with county planning staff (Melissa Riggs), and community resources mentioned at the county presentation (Base Camp, SaveYour.Town, Strong Towns). Hook suggested inviting Melissa Riggs to a future meeting to improve town‑county coordination on items such as an airport overlay.
