Planning board conditionally approves DeMille subdivision; city council action required to relinquish prior subdivision

Beaver City’s Planning and Zoning board voted to approve the DeMille Subdivision sketch subject to several conditions and pending a city council ordinance to relinquish a prior subdivision.

Staff told the board that Kevin DeMille has purchased the parcel previously associated with the Crowther Subdivision and proposed a reconfiguration into seven to eight lots with one larger pasture parcel to the north. Staff identified key conditions for recommendation: follow Beaver City construction standards, deed the developer’s portion of road dedications (including segments of 650 East and 500 East), stub utilities to lots, and participate in future road development costs where applicable.

Unidentified Speaker 2 told the board that the city council will have to relinquish the previously approved Crowther Subdivision by ordinance before the DeMille Subdivision can be finalized at the city level. The board discussed private-drive ownership and whether road improvements must be completed before issuing certificates of occupancy; staff said the private gravel drive does not need full paving for initial occupancy.

Unidentified Speaker 3 moved to approve the DeMille Subdivision with attached stipulations (adherence to city construction standards, deeded road dedications and participation in future road development); Unidentified Speaker 4 seconded and the motion carried with affirmative votes recorded. The board recommended the city council consider an ordinance to relinquish the earlier Crowther Subdivision at its upcoming meeting (Jan. 13). Final plat approval remains contingent on that council action and completion of the conditions discussed.

Staff will coordinate final engineering reviews with city utility superintendents and return to the council and planning board as needed.
