City Manager Jeff Harris told council that Montgomery County’s CDBG accelerated-project program opened a limited fund pool and staff submitted a $50,000 application to extend sidewalks and improve the front entrance of the Library Center. Harris said the accelerated program requires no local match and was submitted on a first-come, first-served basis; council voted to authorize the city manager to sign any required agreements if the award is made.
Harris separately described a proposed $50,000 grant request to upgrade the library center restrooms to be more ADA-compliant for seniors and patrons with mobility issues. He said the restroom project would likely require a 20% local match (about $10,000), bringing the project total to roughly $60,000. Staff told council county staff consider the application strong and recommended council approve allowing staff to proceed; council approved the motion.
Staff noted they will pursue in‑house work where possible and avoid a full gut renovation, focusing on fixtures and accessibility changes. Council voted in favor of both authorizations; staff will complete application paperwork and return to council if additional local match decisions are needed.
