Parsippany (Troy Hills) council approves water, sewer, equipment purchases and several resolutions in Dec. 7 session
Summary

At its Dec. 7 meeting, the Parsippany (Troy Hills) Township Council approved a package of ordinances and resolutions covering utilities, capital equipment and personnel.
Ordinances: Council passed Ordinance 2024-19, which updates water rates, and Ordinance 2024-20, which updates sewer rental fees; both were adopted on final reading after the required public hearings. During discussion a staff member answered a resident's question with a concrete example: the minimum quarterly water charge for a 10,000-gallon minimum will change from $36.44 to $37.72.
Procurements and personnel: The council approved multiple resolutions authorizing purchases of municipal vehicles and equipment, including Ford Explorers and Ford Police Interceptor utility vehicles, chassis for trucks and refuse bodies, and Western Star trucks and hook-lift equipment. Council also authorized the appointment of three new police officers. Votes were recorded by roll call for each resolution; most measures passed unanimously or by clear majority as recorded.
Appointments: The council confirmed a nominee for a Zoning Board of Adjustment alternate in a contested vote. Betty Lou DeCroce was nominated; council debate focused on whether active civil litigation involving the nominee should disqualify the appointment. The nomination passed by roll call, 4–1, with one member citing the pending civil matter as the reason for dissent.
Finance: CFO Angelica Sabatini recommended and council approved payment of the estimated December payroll ($1,650,000) and a bills list totaling $4,526,433.13.
What’s next: Resolutions called for standard administrative follow-up (contracts, delivery scheduling and personnel onboarding). Several council members asked for greater advance public detail on large capital items so residents can review them prior to votes.
