The Summit Common Council adopted a package of routine finance, labor and personnel resolutions during its Dec. 10 meeting, approving intra-budget transfers, scheduling school payments and authorizing contracts and appointments.
Key actions approved:
- Resolution 11619: Authorize intra-budget transfers totaling $179,100 to cover overspent appropriations. Councilman Menninger moved the resolution; a roll call recorded seven ayes and the motion carried.
- Resolution 11617: Update the schedule of school payments for Jan.–June 2025; each payment listed at $6,102,828. Motion adopted by voice vote.
- Resolution 11618: Authorize municipal sewer, parking and school debt service payments (principal and interest). Adopted by voice vote.
- Resolution 11616: Authorize professional services agreement for tax-appeal counsel, not to exceed $110,000. Adopted by voice vote.
- Resolution 11598: Two-year extension of contract with Summit Industrial Hardware Inc. for walk-in hardware and supplies (annual not to exceed $60,000). Council discussed quote thresholds; motion carried by voice vote.
- Resolution 11654: Declare a vacancy in the assistant city treasurer position (number corrected on the record during the meeting). Adopted by voice vote.
- Resolution 11597: Continue the mayor's task force on homelessness. Adopted by voice vote.
- Resolution 11613: Renew city solicitor and labor counsel services with the Cleary Giacobbe firm for 2025. Adopted by voice vote.
- Resolution 11612: Authorize AcroSure LLC as the 2025 risk management consultant at 6% of the premium cost (paid by the joint insurance fund). Adopted by voice vote.
- Resolution 11641: Appoint three probationary career firefighters effective Dec. 30, 2024; candidates are volunteer-division members approved by the safety committee. Adopted by voice vote.
- Resolution 11622: Declare vacancy for the lead technical assistant to the construction official (TACO); staff explained the position is defined by the UCC code and funded through construction fees, and will require a 2025 budget appropriation. Adopted by voice vote.
Most motions were moved by Councilman Menninger or the council member sponsoring each item and were seconded on the floor. Only Resolution 11619 recorded a formal roll-call vote; the others passed by voice vote with no detailed roll-call tally recorded in the transcript. Several items included brief council questions or clarifications on procurement, funding source or timing; none were tabled or failed.
Next steps: routine contract management and personnel follow-up are expected; the council also directed staff to post the field-use presentation associated with an unrelated agenda discussion to the city website ahead of a scheduled informational session.
