He also reported wastewater‑treatment discussion: the West Third Street and Edgemont Avenue sanitary‑sewer rehab projects were tabled to allow staff to explore alternative funding after bidders agreed to extend their award deadlines by roughly 60 days.
A departmental review identified that approximately 42 borough homeowners connected to the Talmaden sewer system have been undercharged for about "a decade and a half" because Talmaden's sewer charges are higher than the borough’s system. The department plans to send a letter to those homeowners in the next two weeks to explain the correction; department staff prepared internal talking points for homeowner inquiries and told council the change would be forward‑looking rather than retroactive.
Bryce encouraged council members to review the draft letter in the April OneDrive folder before it is sent. Further council action is expected on the change order and bump‑out item at the next scheduled business meeting.
