County staff told commissioners the award includes recurring quarterly payments tied to deliverables and that the first draw—Tier 1—would be sent after signature; staff estimated an initial payment of $17,500. Commissioners raised operational questions about coverage while the CHW takes maternity leave and asked staff to ensure the contract sets out documentation requirements for quarterly reimbursement.
The grant lead explained the county must provide evidence of the CHW’s employment and deliverables to secure each quarterly disbursement. Commissioners asked legal and procurement staff to coordinate with the grantee’s attorneys so there is no overlap or double payment between the county’s existing Catalyst contract and the new grant-funded program; staff agreed to reconcile contract dates and deliverables before spending begins.
Commissioner Rost moved to accept and sign the grant; a second was recorded and the motion carried unanimously.
County staff said they will return signed documents via DocuSign and will include a hard copy for county records. They also committed to providing commissioners with a deliverables schedule and a contract reconciliation memo prepared by county counsel before substantial spending occurs.
