Carter County signs FAA/MDT airport grant packets and approves independent engineering fee comparisons

County staff presented a packet of airport-related documents and engineering analyses on March 27 and commissioners moved to sign the papers necessary to proceed with planning and procurement for the Ecolaca Airport.
Project consultant Robert Peck & Associates (RPA) prepared an independent fee estimate (IFE) comparing KLJ Engineering’s proposed fees for design, construction administration, aeronautical survey services and FAA closeout. Staff read a summary showing small percentage differences between KLJ’s fees and RPA’s IFE across line items; commissioners discussed hourly-rate sheets, the scope and the need for a detailed scope of work for larger projects.
The commission approved the motion to sign the IFE and the task orders and then signed the MDT grant agreement packets including the notice to proceed for the Navaid/flight check. Staff indicated they already paid some costs and would reconcile reimbursements with FAA/MDT once final documents are submitted.
Commissioners also signed AWOS (Automated Weather Observing System) task orders and related notices to proceed. Staff will forward completed signed packets to grant administrators and follow instructions for invoicing and reimbursement.
No roll-call tallies were recorded beyond unanimous voice votes approving the motions; the commission asked staff to confirm final signature pages are complete before submitting and to coordinate with Justin (staff/consultant referenced in email exchanges) if additional pages are missing.
