Carter County approves vehicle upfit, public-health card increase and gravel pad; awards airport lease

The Carter County Commission on April 21 approved a package of routine but consequential items, voting to temporarily increase the public-health credit card limit, award a sheriff's vehicle contract, authorize county gravel for a conservation shed, and accept an airport-grazing bid.
Commissioners approved a temporary increase in the county'issued public-health credit card from $1,000 to $3,600 so the department could place a $2,600 order for tobacco-prevention promotional materials from Positive Promotions. An unidentified staff member explained that the vendor now requires payment by card rather than invoice; the motion to raise the limit was moved, seconded and carried with all vocal "aye" votes.
On a separate motion, commissioners reviewed three quotes for a law-enforcement pickup and upfit and awarded the turnkey contract to SonTek (Rapid City) for $87,312.20. Sheriff's Office staff presented three bids: UtiliTec (turnkey $88,023.98), Guardian Fleet Safety (quoted $34,079 for upfitting only, with vehicle purchase separate), and SonTek (turnkey $87,312.20). The presenter recommended SonTek for its local proximity and warranty on upfitting work; commissioners approved the award for the 2025-26 budget year.
The commission also agreed to provide county road resources to create a gravel pad for the Carter County Conservation District's new 40-by-72 pole-barn-style building. Wayne Yosin of the Conservation District said the pad will protect a recently acquired drill and equipment; the board approved the road department supplying an estimated 900 cubic yards of gravel and the county equipment to haul and spread it.
In afternoon business, the commission accepted two bids for grazing on the old airport property and awarded the one-year lease (to commence June 1) to Colt and Kelsey Gardner for $900. Commissioners then moved and approved a signed letter to the Montana Aeronautics Board seeking an extension of FY25 loans and grants for the airport AWOS project.

What happens next: Staff said they will implement the card-limit change, proceed with the SonTek contract under next year's budget, coordinate gravel delivery and spreading with the road department and send the signed AWOS letter to the Aeronautics Board. The Conservation District will finalize bid documents for the building and notify county staff when coordination with the road crew is required.
