Edison council approves $1.4M solid-waste bond and $28.5M capital bond amid calls for clearer plans

The Edison Municipal Council on June 26 approved two bond-related ordinances after debate over scope and transparency.
An ordinance authorizing $1.4 million in bonds or notes to finance solid-waste collection district improvements was read and adopted by roll call after a brief exchange about whether the bond request had been sufficiently tied to existing reserves and municipal spending priorities.
Separately, the council considered ordinance 2,224, a capital bond that appropriates $28,475,000 and authorizes issuance of approximately $27,051,250 in bonds or notes for various capital improvements. Several council members criticized the measure as a lump-sum appropriation that lacked a clear, itemized “wants and needs” explanation from the administration. "I don't feel comfortable in voting for this bond," Councilman Brasher said, urging that sizable items previously discussed (including a reported $5 million purchase) be clearly explained to the council.
Other council members defended the bond as necessary to address decades of deferred maintenance, drainage, public safety equipment and park improvements. Supporters noted that the council retains oversight on each individual expenditure that would be funded from the bond when spending items return to the dais for specific approvals.
Both ordinances were adopted on the recorded roll calls shown in the meeting minutes. Opponents asked for more granular follow-up documentation; staff and council pledged to provide further details on project priorities and available grant or CDBG funds that may offset some work.
