Council OKs conveyance of vacant property at 1417 Fifth Ave SE to Hope Community Development under SPARC program

City staff recommended and the council approved conveyance of 1417 Fifth Avenue Southeast to Hope Community Development Association under the SPARC (Saving Properties and Revitalizing Communities) program.
Jeff Wozencraft said the property has a long history of code cases (31 cases back to 2014), was placarded in 2017, has been registered as vacant since 2020 and represents an active nuisance property with cancelled tax sales. The SPARC program solicited requests for proposals from eligible non‑profit affordable housing developers; Hope Community Development Association submitted the sole responsive proposal to rehab the existing home. Staff recommended accepting Hope CDA’s proposal and authorizing execution of a purchase agreement and deed conveyance.
Council members voiced support for the partnership between SPARC and Hope CDA; after brief remarks the council adopted the resolution authorizing the disposition. Councilmember comments emphasized neighborhood stabilization and the program’s role in returning properties to productive use.
