Council approves parking‑garage repair contract after heated exchange over bid specifications

Councilman Jim Quinlisk pulled the resolution for discussion and said repeated revisions to the bid specification appeared to have removed line items and therefore the lowest bid may not reflect all needed work. "If you do further review on it, it's because we removed a lot of the line items," Quinlisk said, arguing the apparent savings could be offset later by change orders.
Mayor Roderick and the township engineer responded that the first solicitation drew only one response at a higher price, that the project was rebid competitively, and that an engineer reviewed and removed unnecessary line items to save taxpayer money. The mayor said rebidding extended allowable solicitation periods and produced multiple lower offers. The administration also noted a typical built‑in 20% contingency on municipal construction contracts to cover unforeseen extras.
After debate and several members expressing reluctance because materials and line‑item comparisons arrived late, the council held a roll‑call vote on Resolution L. The meeting record shows the motion carried with the majority voting yes and one recorded abstention from Councilman Lamb.
Council members who supported the award cited the engineer’s review and the large savings returned by rebidding; members opposed or hesitant cited inadequate pre‑meeting review time and the risk of future extras adding costs. The administration said the contract is a lump sum and that contingencies are standard; the engineer agreed the number was reasonable based on current estimates.
The resolution passed and the administration will proceed with contract award and execution per municipal procurement rules; the contract includes standard contingency language for extras and requires change orders be brought to the township for approval where appropriate.
