Council OKs road‑repair protections, Bay Boulevard speed cut and Guilford Park overnight‑parking rule

The Toms River Township Council approved several ordinances on first reading and moved them forward on the agenda: a street‑excavation moratorium and curb‑to‑curb repaving requirement (Ordinance 7), a reduction of the speed limit on Bay Boulevard from 35 to 30 miles per hour (Ordinance 8), and a change to overnight parking rules at the Guilford Park public ramp (Ordinance 9).

Sponsor Councilman Lamb described Ordinance 7 as a protection for recently paved roads that would require a utility company to fully repave roads less than five years old and to repair trenches curb to curb, not merely patching. The mayor and the township engineer drafted the language to mirror ordinances in other municipalities and to improve coordination between township paving plans and utility work.

Ordinance 8, brought by Councilman Lowman, was presented as the outcome of a county traffic study and was aimed at improving vehicle and pedestrian safety on Bay Boulevard. Council members thanked the legal department and administration for placing the item on the agenda after a multi‑year request by residents and neighborhood groups.

Ordinance 9 changes the township code governing parking at Guilford Park's ramp and was moved at the meeting with thanks from its sponsor for colleague support.

All three measures advanced on the council’s roll calls at the meeting; council members who spoke welcomed the substantive aims of the ordinances but several said they wanted more time to review technical details on some agenda items when documents were posted late in the day.
