On Dec. 10 town staff presented a detailed overview of retirement-plan structures and tradeoffs, explaining defined-benefit (DB) pension plans versus defined-contribution (DC) arrangements and the mechanics of joining the Florida Retirement System (FRS) versus establishing a local plan that could access excise-tax revenues.
Staff noted the town currently contributes 9% to employee retirement accounts; cited benchmark contribution rates in the region and said the FRS contribution for general employees is about 13.63% while public-safety (police) rates can reach about 32.79% (staff used these figures to illustrate scale and fiscal impact). Staff also explained that some municipalities receive state excise-tax revenues to help fund local plans and that local-plan designs permit flexibility (buying service years, tailored contribution sharing) but can be volatile for small memberships without supplemental funding sources.
Council asked staff to invite professional representatives from FRS and from local-plan vendors to produce pro forma fiscal scenarios that show budget impacts, tax implications and recruitment/retention effects. No decision was made about changing plan enrollment; the council sought more data to inform any future policy change.
Next steps: staff to schedule presentations by pension professionals and return with modelled budget scenarios.
