Otsego council adopts Prairie Park master plan despite concerns over scale and cost

The Otsego City Council voted to adopt the Prairie Park master plan (dated Aug. 8, 2024), a comprehensive guide detailing proposed improvements, playground updates, athletic-field upgrades and a proposed concession building.
Nick Jacobs, Parks and Recreation Director, and other staff described extensive community input, an advisory committee process, and multiple public engagement tools used to develop the plan. Jacobs and staff emphasized the master plan provides a necessary framework to pursue grants and public-private partnerships; staff noted the city is unlikely to fully fund the plan alone.
Councilmember Ryan said the plan appears ambitious and the estimated preliminary cost (discussed in the meeting at about $16,200,000) is too large for the city alone; he advocated for downsizing or securing more private investment. Supporters noted the plan gives park staff a prioritized, grant-ready document and that improvements can be phased through a capital improvement plan.
Councilmember Britney moved to adopt the Prairie Park master plan; Councilmember Jeff seconded. The council adopted the plan by voice vote (4–1). Staff said next steps include using the plan to pursue grant funding and coordinated implementation with park and recreation stakeholders.
