City planner Dan presented a preliminary plat for Prairie Park Estates, a 39-acre site proposing five new single-family lots and one existing house; the application seeks a conditional use permit to allow private-drive access for five lots and requests averaging of wetland buffers.
Dan said the private drive has been designed to public-street standards but would remain the homeowners’ long-term maintenance responsibility; staff recommended approval based on consistency with the comprehensive plan, and the planning commission forwarded a 5–1 recommendation with ten conditions.
George Abazian, representing the applicant, said they look forward to working with city staff, legal counsel and engineering teams on next steps. Councilmembers discussed driveway width, whether curb and gutter are required at access points, signage to mark the private road and the expectation of future maintenance responsibilities for homeowners.
Councilmember Tina moved to approve the preliminary plat and conditional use permit for Prairie Park Estates subject to the findings of fact and conditions as presented; Councilmember Ryan seconded. The council approved the motion by voice vote.
Staff noted park-dedication fees will be required at final plat and that private-drive design details will be finalized during the final plat and engineering review.
