The City of Otsego Economic Development Authority adopted Resolution 2024-06 on Dec. 9 requesting a 2025 budget that incorporates two primary items: commissioner compensation and recognized debt-service expenditures related to the Series 2024A lease revenue bonds.
Staff said the packet included an RCA and an updated resolution reflecting the bond sale earlier that day. The board considered a request to compensate commissioners $25 per meeting with an estimated four meetings per year ($500 total) and to include bond-related budget lines in the city general fund within the economic development department. The packet lists a fiscal agent fee to U.S. Bank estimated at $2,500 and a bond-proceeds line of about $442,259 to cover an interest payment due Aug. 1, 2025, and related fees. The packet also shows the city contributing $500 in property-tax support from the general fund toward the EDA budget line as presented.
A commissioner asked why certain budget lines increased even though the bond par declined; staff and Northland Securities explained the increase reflects higher coupons (stated interest) and capitalized interest recognized in the bond issue, which are funded by the bonds and therefore shown as a higher recognized interest line in the budget packet. The board moved to adopt Resolution 2024-06; the motion carried by voice vote.
Staff said the budget resolution would be forwarded to the city council for consideration later as part of the city—s budget process.
