At the start of the Dec. 9 meeting the Otsego City Council heard several open‑forum comments from residents and a county commissioner.
Jeanne Holland, County Commissioner, said a recent Maple Grove listening session on homeowners associations (HOAs) drew more than 60 attendees and that the state working group has identified widespread problems with HOA management and enforcement, including reports of foreclosure actions tied to HOA rules. Holland said legislators are considering statute changes to address the issues.
Residents also used the public comment period to thank outgoing council members Britney Morris and Jeff Dahl for their service and to express concerns about the EDA decision related to the planned fire department. Several speakers praised staff and described the work of department directors and administrators.
The mayor closed the public comment period and the council proceeded to the published agenda.
