Willmar — The City Council approved the 2025 budget for the Kandiyoi County and City of Wilmar Economic Development Commission (KCED) on Aug. 15 after a presentation from KCED business development manager Michelle Moratsky.
Moratsky said KCED’s proposed 2025 budget is balanced, with revenues of roughly $848,000 and expenses of about $847,000; the difference largely reflects a one-time $500,000 childcare grant recorded in 2024. The budget assumes a modest 4.9% county tax levy increase to support a pending office move that will provide dedicated space for the Elevate Community Business Academy and meeting space.
Moratsky described programs funded in the budget including the Elevate business accelerator, childcare partnerships (UCAP shared services through 2026), workforce development events and continued administrative cost controls. Council members asked that the recommended action identify the full legal name (Kandiyoi County And City Of Wilmar Economic Development Commission) rather than the KCED acronym on the motion; staff confirmed the legal name will be used in the motion and that the KCED board can revisit the joint-name issue later.
Following discussion, the council moved and adopted the KCED 2025 budget by roll call (8 ayes, 0 nos).
