The Willmar City Council on Oct. 3 approved appointing Sergeant Mike Holm as interim police chief and authorized staff to finalize an interim pay arrangement and an MOU for council consideration.
City Administrator Leslie Valiant said Holm had accepted the offer and that staff recommended assigning the duties of police chief to Officer Holm for the interim period. Valiant said the recommended annual salary would be set at the police‑chief Step 4 rate as noted in the meeting packet and that staff will prepare a memorandum of understanding for the Nov. 4 council meeting to formalize the arrangement.
Council moved and approved the appointment by roll call; the vote was 7 ayes, 0 nos. Valiant said Holm may step down at any time and that the MOU will govern the out‑of‑class working arrangement while the interim assignment is in place.
