The Willmar City Council on Nov. 18 approved a contract amendment and preliminary budget for an expanded North 71 mill-and-overlay project after a state grant changed the project scope.
Public Works Director Justin Leo said initial design work for project 2503D began in 2022, but a recently awarded $1,500,000 Local Road Improvement grant required the city to expand the project south to the Tenth Street/Robins Island entrance. Leo said the enlarged scope requires additional design, grant-administration work and a traffic study to evaluate pedestrian crossing safety on North 71.
Council approved Amendment No. 3 to the 2022 engineering services contract with Bolton & Menk in the amount of $305,000 and adopted a preliminary project budget of $2,902,700; both motions passed by roll call, 8–0. Jared (staff) confirmed the intersection and traffic safety elements will be evaluated as part of the design and provide a later cost estimate for construction decisions.
Leo said the city had originally designed part of the project in 2022 and preferred to keep it under a single contract rather than split it across years. The amendment adds design tasks and grant-administration responsibilities to meet state grant requirements.
