Willmar approves Bolton & Menk contracts and preliminary budgets for 2025–26 street projects

The Willmar City Council voted unanimously on Nov. 18 to advance a package of street-improvement projects and professional services agreements with Bolton & Menk.
Public Works Director Justin Leo asked the council to approve a $463,118 agreement for construction-phase services for six proposed 2025 projects, including reconstruction on Twentieth Street Southeast, multiple mill-and-overlay streets, a Lakeland Drive bike-path improvement and crack-seal and seal-coat work. Leo said the design work for those projects is “90 to 95% complete” and that the contract covers bidding, construction services and project closeout.
The council also approved a separate agreement for 2026 design work totaling $631,890 to begin design early for three projects: Fourth Street Southwest reconstruction, Sixteenth Street Southwest reconstruction and citywide crack-seal and seal-coat improvements. Leo said starting design early will help coordinate utilities and property owners and allow cost estimates to come back to council for later decisions.
Council members discussed notifying residents when projects are deferred by a year and asked about grant pursuits for Lakeland Drive; Leo said staff is pursuing two grants and has advanced to the second stage on one application with Mid-Minnesota Development. Both the 2025 and 2026 agreements and their preliminary budgets passed by roll call (each motion 8–0).
