Cranford Committee adopts 22-item consent package including contracts, grants and salary changes

The Cranford Township Committee voted unanimously Dec. 17 to adopt a 22-item consent agenda that awarded multiple contracts, approved purchases and grant submittals and implemented personnel actions.
The consent package, moved and seconded during the meeting, included a professional engineering contract with Colliers Engineering and Design Inc. for pedestrian improvements; a construction contract with Volley Construction LLC for the Hansen House Foundation Repairs Project; and the purchase of a combination sewer cleaner from Jack Doheny Companies Inc. under Sourcewell cooperative purchasing contract number 1012210-VTR. The committee also authorized release of retainage and performance bonds for CCM Contracting Inc., and Granada Construction Corps in connection with recent drainage and road-program work. The clerk was authorized to advertise for NJDOT fiscal-year 2024 roadway improvements and the 2024 road program.
The package included administrative items: a public auction to sell unclaimed vehicles (scheduled for Jan. 11, 2025), salary increases for specified full- and part-time employees effective Jan. 1, the township committee meeting schedule for 2025, and several routine budget transfers and grant appropriations to align line items.
Grant-related resolutions approved included acceptance or submittal authority for the Statewide Insurance Fund safety and loss-control grant, the federal bulletproof-vest grant program, a "Drive Sober or Get Pulled Over" grant, and authorization to submit and execute grant agreements with the New Jersey Department of Transportation for the Commerce Drive/Jackson Drive roadway improvements project and with the New Jersey Department of Community Affairs for downtown revitalization and pedestrianization projects.
The consent agenda also included a resolution (2024-442) expressing support for pending state legislation (Senate Bill 2511 and Assembly Bill 4051) that would prohibit the sale of cats, dogs and rabbits by pet shops; the committee discussed the measure during public comment and the mayor explained the resolution supports broader animal-welfare and consumer-protection goals.
The motion to adopt resolutions 2024-422 through 2024-443 was made on the floor, seconded and carried by roll call with all members voting "yes." The committee recorded approval of minutes and payment of bills earlier in the meeting.
Next steps vary by item: some contracts are to be executed and funded from previously authorized appropriations, several grant applications were authorized for submission, and advertised bid processes will begin where directed.
