Commission approves intergovernmental inmate housing, billboard service and two zone changes; warrants approved with one recusal

U.S. Marshals Service agreement: The commission approved an intergovernmental agreement with the U.S. Marshals Service allowing the county to maintain custody of selected federal inmates attending court in Cheyenne. Under the agreement the adult daily incarceration fee is $120 per day and the juvenile fee is $190 per day; the U.S. Marshals Service is responsible for transportation and medical costs. Sheriff-office presenter Perry said the county agreed to accept limited numbers (two males, two females and two juveniles) and can refuse inmates if there are behavioral or medical concerns.
Billboard power service: The board approved a new service agreement and addendum with High West Energy Incorporated to provide power to an Archer Complex billboard sign for $10,000; the county attorney's office said separate earlier agreements with IOS Energy are being consolidated and that an easement for the power line is required.
Zone changes: The commission approved two zone changes. The board rezoned multiple parcels in the "Gleick tracks" from AR (agricultural residential) to MU (mixed use) to permit expansion of LG Drilling while allowing existing residents to remain; staff said the Planning Commission recommended approval 3–0 and no public comment was received. Separately, the commission approved a zone change converting a residential piece of property in Cheyenne Irrigated Gardens (Third Filing) from LI (light industrial) to MU (mixed use); planning staff said the Planning Commission recommended approval 4–0 and again no public comments were recorded.
All votes were recorded by roll call and carried as announced at the meeting.
