West Windsor council adopts two traffic and noise ordinances, approves routine resolutions

West Windsor Township Council adopted two ordinances on Dec. 9 aimed at slowing traffic near schools and tightening noise and truck restrictions, and approved a slate of routine resolutions.

At a public hearing on Ordinance 2024-26, Sylvia Ascarelli of the West Windsor Bicycle and Pedestrian Alliance thanked the police department for proposing no-turn-on-red restrictions near High School South and urged installation of rapid-flashing pedestrian beacons at Pen-Lisle and Canoe Brook to protect students. Council members closed the hearing and voted to adopt the ordinance; a council member noted that because the affected streets are county-owned, the changes will be forwarded to Mercer County for approval.

During a second public hearing the council adopted Ordinance 2024-27, revising traffic, parking and noise provisions. David Paris of Penn’s Neck said the changes were a “very good first step” for his neighborhood to address noise from trucks. Council discussion emphasized signage and enforcement, with members suggesting starting signage on Washington Road.

The council also approved its consent agenda, which included personnel and purchasing actions (resolutions in the R233–R242 range). One resolution (R234) was pulled from the consent agenda for separate handling. A separate resolution authorizing a transfer of funds within the 2024 budget (R242) required a two-thirds vote and was approved as part of the consent agenda.

What happens next: Because some of the traffic changes affect county roads, those items will be sent to the county for final approval before signs are installed. Other adopted ordinances and routine administrative actions will take local effect per statutory timelines and ordinance language.
