Town sustainability staff told the Climate Action Committee on Oct. 28 that they are pursuing investment‑grade energy audits for municipal and school buildings and exploring an energy savings performance contract (ESPC) as a pathway to implement efficiency measures.
The sustainability director said staff convened an internal stakeholder meeting on Oct. 2 with the town manager, finance, procurement, CMLP and school leaders to align the audit work with procurement of an ESPC and that procurement staff are preparing an RFQ/RFP. The director said schools appear interested and staff hope municipal buildings, including school facilities, can be included in the ESPC scope.
Staff also described near‑term grant activity: an expression of interest for the Municipal Vulnerability Preparedness (MVP) program due the week of the meeting and a Nov. 29 deadline to apply for DOER technical assistance to support a town decarbonization roadmap. The department is considering a regional, watershed-based MVP approach to improve competitiveness and plans to pursue multiple funding sources.
The director said the town is considering a consultant to help update the Climate Action Plan and that a capital request for FY26 consultant funds (if approved) would be available in July 2025. Staff asked committee members to help gather data and indicated the sustainability roundtable might be moved up to December to brief the select board on audit progress.
Next steps: staff will continue procurement work on the ESPC/RFP and refine grant submissions; committee members who volunteer will help compile data for the decarbonization roadmap and the sustainability roundtable presentation.
