Concord CPC approves several grant awards, votes to fund housing trust request

The committee approved funding in full the application for the Concord Municipal Affordable Housing Trust and the Regional Housing Services Office, and approved the Juro Recreation Area phase 2 planning grant, a $50,000 preservation survey of modern structures, and $32,000 for the town archives eighteenth‑century assessor’s records. Chair Burton Flint made the motions and roll-call votes were recorded as unanimous for each item.
Keith Bergman, chair of the Concord Municipal Affordable Housing Trust, told the committee the trust had received about $5.1 million since 2019 from CPC funds and that the trust’s current request (the motion referenced $740,000 in combined asks) would be largely covered by new‑year funds and a previously returned $240,000 that could be moved into a designated housing reserve. "You should get a coffee mug or something," Bergman joked while thanking committee members for their support.
Committee members approved the trust request and agreed to consider whether to convert $240,000 from undesignated funds into a housing reserve; several members asked staff to double-check accounting and whether moving those funds would affect the statutory 10% historic‑preservation requirement. Chair Flint asked staff to confirm the proper denominator for the 10% calculation with Stuart Saginaw before finalizing reserves.
The committee deferred action on CPC administration/staff funding and technical vehicle support and carried Rose School recreation improvements to the Jan. 14 meeting so staff could supply clarifying documentation. The meeting concluded with an approval of minutes (two typographical corrections) and adjournment.
