The Town of Concord land use subcommittee voted to accept edits recommended by the state and forward the request-for-proposals package for the former MCI site to procurement.
Speaker 1, chairing the meeting, summarized the changes the Division of Capital Asset Management (DCAM) suggested to strengthen the market and marketing study language and to clarify which appendices will follow from consultant work. Speaker 4 moved to accept the changes and Speaker 3 seconded; the motion carried after the committee called for ayes.
The committee heard from staff that procurement has the RFP and that the updated package was sent with the accepted changes. Speaker 5 said procurement is currently short-staffed and that the RFP release timeline is fluid; if the packet does not go out this week, the calendar will likely slip another week and push key events into the holiday period. Members acknowledged that delays could affect scheduling for consultant engagement and the planned site tour with the Department of Corrections (DOC).
Members discussed logistics for a consultant presentation and a site tour, including whether to host the event at Harvey Wheeler Community Center or on-site at DOC. Speaker 4 noted prior on-site meetings used the DOC waiting-room conference space and suggested limiting interview participation so the committee does not create an open-meeting quorum during nonpublic interviews. Speaker 5 advised that committee interviews should include no more than five committee members plus staff to avoid an open-meeting violation.
The committee agreed to move the RFP forward with DCAM’s changes and to coordinate with procurement and DOC staff on a date for a consultant presentation and site tour. Staff will update the calendar and notify committee members once procurement confirms the release date.
The subcommittee adjourned with reminders about a separate local housing consortium event later that day.
